re: GtoC and CtoG engagement; I do hope you mean citizens control the agenda with the pedagogical metaphor of a university, as some universities are not really all that democratic (even if they have a student representative),the UC Regents for example. The People in a real democracy should always be influencing the agenda and its curriculum, and its programming shouldn’t ever be placed solely in anybody’s control. What is inspiring about this group is we can have an agenda influencing policy which encourages openness and increases real (not just virtual) participation in government. This is what technology in a real Democracy facilitates, the open flow of information and participation, not spoon feeding a constituency, party, or club.

I suggest separate technology from political sociologic evolution.
- (X) Open Data is a political engagement with a sociological
- Collaboration is a behavior
- Knowledge sharing is everything and nothing
- (X) G2S and S2G maybe a better term (Government to society – and back)
- Wikis are tools (primarily used by geeks) – and to edit this list ;)
- (X) Ideation – needs to be defined
- Social media is a way to things – but you/we need to define what needs to be done
- (X) Transparency is a political and sociological request idea ….
- Removing legal barriers to participation and openness
Is a result of the engagement but not actually a program or initiative
- Accessibility (ADA) (Is that any different from the above?
- Open source – is a philosophy but not really anything on the pol. line
- Non-proprietary data (what do you mean with that in this context)
- Privacy, Identity, Personal data control that’s a concern we all need to work on maybe better call it
- (X) Data security
- Personal data control and data portability (see above)

Maybe a sorter list and than a good structure inside may make it easier to digest
